Former NC State wide receiver Devin Carter announced Wednesday night that he has flipped his commitment from Penn State to West Virginia.

Carter committed to Penn State shortly after the conclusion of the Nittany Lions’ Rose Bowl win over Utah. He was on campus for an official visit over the weekend and was in the Penn State student directory at the beginning of the week, but never officially enrolled in or attended classes.

Carter was a four-year starter in five seasons at NC State and caught 25 passes for 406 yards and two touchdowns while dealing with injuries this past season. In 49 games (41 starts) with the Wolfpack, the big-bodied Carter caught 118 passes for 1,906 yards and 10 touchdowns.

Carter did most of his damage in 2022 against in-state rival North Carolina, exploding for six catches, 130 yards and a touchdown in his return to the field from an injury. The veteran’s best season at NC State came in 2021, as he finished the year with 31 catches for 556 yards and six touchdowns. 2019 was also a productive year for Carter with a career-high 32 receptions for 456 yards.

Penn State set out to address its wide receiver room this offseason and Carter was the first addition to the position group prior to his decommitment. Taylor Stubblefield discussed the desire to add weapons at the position during the Early Signing Period.

“We are going to be in the transfer portal. There is no doubt about it,” Stubblefield said. “If you look at a guy like Mitch Tinsley, high productive guy at a Group of Five school that was able to come in, learn the system, really learned all three positions, and he was able to do it at a high level. We’re looking for a guy who can help us win, no matter if it’s high school or the portal. We’re looking and we’ve got some guys in mind.”

The Nittany Lions signed one receiver in their 2023 recruiting class, adding Top247 prospect Carmelo Taylor. Other wide receiver transfer targets Penn State are involved with include Kent State’s Dante Cephas, Miami’s Romello Brinson, USC’s Gary Bryant and Eastern Washington’s Freddie Roberson, who will be on campus for an official visit this weekend.

Former NC State wide receiver Devin Carter announced Wednesday night that he has flipped his commitment from Penn State to West Virginia.
