The NCAA Division I Council on Wednesday endorsed a number of proposals that could alter how the transfer portal operates.

Under the new proposals, athletes would be allowed to transfer more than once without sitting out a year. However, they could only do so within two separate “windows,” one at the end of the season and one in the spring.

In fall sports such as football, athletes would be required to give notice that they intend to transfer within 45 days of “championship selection” (ie, announcement of bowl game pairings) or from May 1-15 in order to be eligible to play the following season. Under the current system, football players can enter the transfer portal at any time before May 1.

In winter and spring sports such as basketball and baseball, athletes would be required to give notice that they intend to transfer within 60 days of “championship selection” (ie, announcement of the NCAA tournament field) in order to be eligible to play the following season. Under the current system, winter sports athletes can enter the transfer portal at any time before May 1, and spring sports athletes at any time before July 1.

According to the NCAA release “reasonable accommodation” would be made for participants in the College Football Playoff semifinals or championship game, which fall near the end of the 45-day transfer portal window. The 15-, 45- and 60-day transfer windows would only apply to athletes entering the portal; they would not be required to commit to a new school within that window.

The proposals endorsed Wednesday will not take effect until voted on next month by the Division I Board of Directors, though that is expected to be a mere formality.
